Introduction
Defence is seeking high-performing senior executives to fill various actual and expected vacancies at the SES Band 1 level in its Strategy, Policy & Industry Group. Strategy, Policy & Industry Group brings together the Department of Defence’s key policy and national security functions to protect and further Australia’s national interests.
As part of the Senior Leadership Group, you will play a key role in promoting and influencing a shared commitment to the strategic direction of Defence.
You will:
- Lead and manage a Branch practicing inclusive leadership and collaboration;
- Demonstrate strong judgement and capitalise on innovative alternatives to resolve complex problems;
- Effectively challenge the status quo when required;

Your Role
Strategy, Policy & Industry Group (SP&I) is the Department’s key policy development function to protect and further Australia’s national interests. SP&I actively informs and influences Government decision-making and, in implementing policy decisions, provides critical support to military operations, Defence capability development and the achievement of broader national security outcomes.
Its role is to shape Defence strategy, promote Australia’s international Defence relationships, provide robust advice to optimise the benefits of Government’s investment in Defence, and enable industry to deliver ADF capability. Encompassing four divisions, the Group strengthens Australia’s national security and economic resilience by devising strategy and policy which directs Defence’s international engagement; enhances ADF capability and decisions; regulates military and dual-use exports in the national interest and helps build a sovereign industrial base.
This process will be used to fill SES Band 1 vacancies, as they arise, in the following areas:
- Strategic Policy Division leads Defence to advise on defence and national security implications of the emerging strategic environment and to propose policy and strategy responses. We deliver the 2020 Defence Strategic Update and underpinning strategic policy documents, including the Defence Planning Guidance and annual Strategic Risk Assessment process. We shape and support future strategic capabilities; and national and defence resilience in critical infrastructure, sensitive technologies, foreign investment and critical capabilities. We lead relationships with international partners on key strategic issues, including space, cyber missile defence, and counter-proliferation.
- International Policy Division shapes, devises and implements the Government’s international engagement strategy within Defence. This includes formal defence cooperation programs with key partner countries, supporting Australian Defence Force operations with policy direction, managing Defence’s international network, and providing policy advice to the Australian Government on international defence relations and Australian Defence Force operations.
- Defence Industry Policy Division guides Defence’s engagement with industry, drives and implements the Governments policies to grow our sovereign defence industrial base and exports, delivers a strategy-led program of industry support and innovation, and regulates the export of military and dual-use goods and technologies to ensure consistency with Australias national interests and international obligations.
- Contestability Division is a unique, independent analysis function focused on enhancing the quality of capability outcomes for the nation’s most complex Defence investments. The division achieves this by providing coherent and intellectually honest advice to senior leaders and Government to support informed investment decisions across the Capability Life Cycle.

Engagement may be negotiated on an ongoing or non-ongoing basis. To be eligible, applicants must be Australian citizens. These are security-designated positions and the successful applicants will be required to hold or obtain a security clearance at the specified level.
A Merit Pool of highly suitable candidates will be established to fill similar vacancies that may occur within the next 18 months.
