Central Coast Council is the third largest water utility (or water and sewage service) in NSW servicing 139,000 homes and businesses in a growing region.
As the Section Manager Compliance Water Systems, you will be responsible for the management of all regulatory compliance functions within the Water and Sewer business for Central Coast Council. Working with the community, Council and industry partners to encourage, regulate and enforce compliance with statutory requirements and corporate objectives regarding Water and Sewer services.
You will act as Water and Sewer’s primary contact in relation to several external regulatory services:
Department of Planning and Environment in relation to Trade Waste management and Annual Performance Returns
Environment Protection Authority in relation to pollution issues and effluent discharge licences
NSW Health in relation to Drinking Water Management System, water quality and public health issues and
WaterNSW in relation to water extraction
You will provide strategic leadership to a team of professionals responsible for developing and managing a comprehensive framework to enable the identification of non-complying Water and Sewer activities. This will be achieved through the professional management of Water and Sewer activities such as water services development compliance and pollution control services in accordance with relevant legislative requirements.
The role is also responsible for overseeing the management and operation of Central Coast Council’s laboratories and the liquid trade waste functions and the management of the water quality database.
This position is required to provide quality customer service and create value for the community.
Key activities of this role include:
Lead and manage Water and Sewer operational statutory obligations, system development and reporting requirements within legislation, key performance indicators and Central Coast Council’s framework
Remain fully conversant with relevant water and sewerage legislative and regulatory frameworks and requirements and manage key internal and external stakeholder relationships in this regard
Manage all functions associated with liquid trade management consistent with the relevant framework and regulations by the regulator, including provision of discharging licences and determination of financial charges from business customers
Manage development, review and implementation of processes, such as Drinking Water Management System and Environmental Management System to undertake risk management actions to deliver safe water to the customers, and to protect public health and the environment
Manage a Water and Sewer Quality Database and undertake continuous improvement of it to store, analyse and report all water and sewer quality and quantity data for operational decision making, planning and reporting functions
Oversee the management and operation of Central Coast Council’s laboratories
About you:
You will have either a Bachelor Degree qualification in Environmental Studies, Engineering, Science or related field OR demonstrated solid contemporary experience in compliance with statutory requirements and corporate objectives regarding Water and Sewer services, combined with ongoing professional development
You will have previous experience in a similar role working in a large organisation
You will have proven success as a leader with the ability to grow and develop teams focused on quality outcomes and a customer focus
You will bring extensive knowledge and demonstrated experience in water industry, preferably in a regulated water utility

A leaseback vehicle is provided in this role for official duties and private use and your choice of vehicle will be provided when one becomes available in accordance with Council’s Vehicle Policy. In the meantime, either an alternate pre-used vehicle or a vehicle allowance of $200 per week ($10,450 per annum) is temporarily applied for this position due to ongoing issues with supply for new vehicles.
Successful candidates may be required to undertake a course of vaccinations against Hepatitis A and B and Tetanus or demonstrate their immunity.
