About the role

The Manager of Government and Executive Services is a key position in WorkSafe Victoria, reporting to the Director of Government and Executive Services, for a wide range of leadership, significant stakeholder management and complex coordination services. The Manager is responsible for providing high level support to the Minister, Minister's Office, WorkSafe's Executive Leadership team and to various government departments. The role plays a critical role in the delivery of government strategic priorities including the oversight of Parliament activities and the national policy landscape.

This role will support WorkSafe achieve quality professional outcomes for significant and priority projects by understanding the implications of the work and its impact on/contribution to Departmental or Government policy and stakeholder risks.  The role identifies and responds to new and emerging issues and their longer term implications for the State and influences state and national debate on workplace health and safety.

As a trusted adviser, to the Director, Executive Leadership Team, business units, the Department and the Ministerial Office, you will have exceptional stakeholder management skills, an ability to take a strategic  enterprise wide approach to ensure that allocated projects, policies, reporting and key issues are effectively managed, risks are identified and controlled and your communication is clear, nuanced and thoughtful.

Key accountabilities

• Represents WorkSafe's interests in high level Ministerial office interactions and various government forums.
• Establish and maintain strong and robust relationships with strategic internal and external stakeholders, ensuring that advice is provided in a professional and timely manner.
• Provide critical analysis and advice to departments and senior leadership in relation to significant policy, parliamentary, operational and enterprise-wide implementation issues
• Advise on, and manage large scale coordination of multiple complex briefings, including negotiations with senior stakeholders holding conflicting views
• Provide strategic leadership, support and mentoring to a team of five direct reports.
• Manage and lead the development of policy positions in relation to national occupational health and safety and workers compensation policy
• Drive policy in priority areas including public sector OHS performance, providing specialist briefings to the executive leadership team.
• Represent WorkSafe, or supports the SLT when doing so at Victorian and National forums
• Use a high degree of judgement and integrity to make decisions in a fast-paced, ambiguous environment often dealing with sensitive and complex issues.
• Proactive identification and escalation of emerging trends, issues and risks in occupational health and safety, dangerous goods, workers compensation legislation and policy
• Proactively scans for, assesses and escalates strategic issues impacting on the operating environment
• Engage with senior leaders and executives to provide robust, transparent, timely and expert advice to the Executive Director and Chief Executive Officer on critical issues
• Accountable for creating and capturing accurate and complete records of the business activities related to this position
• Adhere to all WorkSafe's policies and procedures and any legislative requirements

About you

Skills and experience

• Highly developed analytical and conceptual skills including the ability to recognise emerging issues of importance.
• Demonstrated experience managing external affairs and policy issues that have reputational or strategic risk in a complex organisation
• Advanced oral and written communication skills including the ability to explain complex or technical issues clearly to a wide range of audiences
• Demonstrated influencing and negotiation skills, able to establish and maintain trust and confidence with stakeholders and to meet community expectations.
• Understanding of change management and how to influence others in delivering change
• Advanced understanding of Cabinet, Parliamentary, legislative and regulatory making processes.
• Experience in designing and developing systems, process and tools to improve efficiency, reduce duplication and improve flow of information
• Demonstrated experience in managing medium to large scale and/or multi-faceted projects with a focus on continuous improvement
• Highly developed understanding of the legal, policy, stakeholder framework and the operational environment governing Worksafe Victoria
• Proven strategic leadership skills in leading a team of strategic advisers that provide high quality advice on complex policy, operational, organisational, political and other issues.
• Knowledge of the statutory framework governing WorkSafe including all of the Acts and Regulations we are responsible for administering.
• Excellent time management, prioritisation and organisations skills and an ability to meet tight deadlines.

Qualifications

• Relevant tertiary qualifications and/or professional certifications.
