Director, Office of Infrastructure and Commercial Advisory (OICA)
Directors within OICA have a key role in shaping commercial and financial advice to the Australian Government. Directors are responsible for a number of engagements with Australian Government clients and oversee small project teams. Directors report to a Managing Director, who has overall responsibility for engaging with clients across the Commonwealth on transport, energy, water, international, social infrastructure, and cities programs.

A Director’s key responsibilities are:

  • Providing timely and authoritative high-quality expert commercial and financial advice and recommendations to key decision makers including agencies, Ministers and Cabinet
  • Providing collaborative thought leadership, active engagement at the most senior levels of government and cutting-edge insight and advice
  • Supporting OICA Managing Directors and CEO by providing specialist advice on commercial terms and funding and financing arrangements where OICA is engaged on Australian Government infrastructure projects, transactions, or other strategic priority initiatives
  • Representing OICA on project or transaction steering committees, evaluation panels, review panels, negotiation teams and working groups
  • Building and managing strong relationships to ensure senior stakeholders proactively seek OICA’s expert, trusted commercial and financial advice
  • Supporting and mentoring other members of the OICA team to enhance capability and capacity
  • Overseeing the continuous management of risks and uncertainties associated with the projects we advise on, to ensure that commercial arrangements meet the highest standards of governance, performance, and probity
  • Engaging at a senior level with the private sector to facilitate understanding and resolution of issues and undertaking market development activities.

Desirable Qualifications / Experience

  • Tertiary degree
  • Strong leadership, transaction, and communication skills - oral, written and presentation
  • Leadership experience in delivering timely, high-quality advisory outcomes both independently and collaboratively in a small team environment
  • Evidence of ability to gain credibility quickly, understand and digest complex and detailed information to offer advice and expertise and have that well received through strong stakeholder engagement, influencing and personal communication skills
  • Financially and commercially astute person with substantial corporate commercial, project or infrastructure experience (5-10 years) gained through lead advisory and/or principal roles, for example via consultancy, development company, investor, financial advisor, financier or public sector principal organisation would be well regarded
  • Demonstrably strong financial analysis skills and proven track record of overseeing development and presentation of financial modelling
  • Demonstratable, confident and effective personal communication skills – with highly developed verbal, written, numerical and presentation skills
  • Demonstrated understanding of project and corporate finance principles
  • Experience of the effective governance of delivery and dealing with the wide range of commercial, financial, and legal issues involved in the closure of complex transactions and
  • Strong track record in delivering initiatives, strategies, and solutions in a high-pressure, high-visibility environment
  • Previous experience working in government or for government clients is not essential.

Associate Director, Office of Infrastructure and Commercial Advisory
Associate Directors within OICA have a key role in providing commercial and financial advice to the Australian Government.
Associate Directors work in small OICA project advisory teams and directly interact with client agencies, external advisors, and counterparties (including State Governments) in developing and implementing solutions and advice.

Key responsibilities are:

  • Developing timely and authoritative commercial and financial advice and recommendations to key decision makers including agencies, Ministers and Cabinet
  • Collaborating with OICA Directors, Managing Directors and CEO to provide specialist advice on commercial terms and funding and financing arrangements where OICA is advising on Australian Government infrastructure projects, transactions, or other strategic priority initiatives
  • Representing OICA on project working groups, evaluation panels, review panels and negotiation teams
  • Developing and building relationships to ensure stakeholders proactively seek OICA’s expert, trusted commercial and financial advice
  • Supporting and mentoring other members of the OICA team to enhance capability and capacity
  • Overseeing the continuous management of risks associated with the projects we advise on, to ensure that the advice and commercial arrangements meet the highest standards of governance, performance, and probity.

Desirable Qualifications / Experience

  • Tertiary degree
  • Demonstrably strong financial analysis skills. Financial project modelling skills highly desirable
  • Demonstratable, strong communication skills -verbal, written, numerical and presentation
  • Working knowledge of the infrastructure sector and demonstrable understanding of corporate and/or project principles is desirable
  • Experience of entity project governance and assurance processes desirable
  • Strong track record in delivering initiatives, strategies, and solutions in a high-pressure environment
  • At least 5 years’ experience in corporate or project finance in government agency, or as private sector principal, advisor or financier would be well regarded
  • Demonstrated experience in delivering timely, high-quality outcomes both independently and collaboratively in a small-team environment and
  • Previous experience working in government or for government clients is not essential.

Associate, Office of Infrastructure and Commercial Advisory
The project and commercial advisers in OICA’s advisory team have a key role in shaping the commercial and financial advice that is provided to Government. Associate advisers support OICA’s advisory work in the transport, energy, industry, water or cities and social infrastructure sectors and other strategic priority initiatives.

The advisory team provides commercial and financial advice to the Australian Government that helps shape major transactions and infrastructure investments across the nation.

Key responsibilities are:

  • Supporting OICA providing timely and expert financial and commercial advice for infrastructure investments and transactions across the broader OICA advisory practice
  • Support developing commercial terms and documentation for infrastructure projects, sometimes in conjunction with States, Territories and/or the private sector
  • Representing OICA on evaluation panels, review panels and working groups
  • Undertaking sector and industry research and analysis and keeping abreast of key developments in the national infrastructure and related sectors
  • Conducting financial or commercial analysis using robust methodologies and financial models
  • Developing effective presentations to outline OICA positions and influence stakeholders
  • Engaging with the private sector and Australian and State Government departments to build professional networks and undertaking market development activities.

Desirable Qualifications / Experience

  • Tertiary degree
  • Strong financial analysis skills with good, practical experience in developing and analysing project financing models
  • Strong oral and written communication skills, including effective presentation skills
  • High level of commitment to excellent client focussed delivery and outcomes
  • Strong organisational and project management capabilities
  • Up to 5 years’ commercial experience from a private or public sector perspective, developing, financing, consulting, or advising on infrastructure projects. Previous experience in finance, engineering, infrastructure sponsor or government infrastructure finance unit would be well regarded and
  • Demonstrable experience in delivering initiatives and solutions in a high-pressure environment.
