About the Branch

The Veterans and Service Delivery Branch supports government decision-making on new policy proposals in the areas of Veterans’ Affairs, delivery of government services through Services Australia and the roll out of government’s digital transformation agenda. The Branch undertakes thorough analysis and provides advice on program estimates to the Expenditure Review Committee of Cabinet. The branch consists of three Agency Advice Units (AAU).

AAU analyse the design of new policy proposals for Government consideration to estimate costs and financial risks, and help ensure resources are used efficiently and effectively.

About the role

The Assistant Director Digital Transformation will be at a central point in the conceptualisation and delivery of the Commonwealth’s digital transformation program. The role will bring experience in ICT delivery and/or operations to provide influential policy advice in support of the Australian Government’s consideration of digital programs and policy.

This is a new function and the successful candidate will be central in supporting the Director Digital Transformation to shape the function, build a team and establish critical stakeholder relationships with the Digital Transformation Agency, Information and Communications Technology (ICT) delivery organisations in government, and the ICT industry.

The role will lead a team of analysts who provide incisive and clear advice to the Minister for Finance and the Expenditure Review Committee of Cabinet in support of the efficiency and quality of government spending on ICT and digital programs. The role will contribute to the development and delivery of the Government’s digital transformation agenda, including the enhancement of citizens’ digital engagement with government, and the introduction of efficiencies to government’s ICT systems and networks.

The role will be complemented by a team with diverse experience in policy development, service delivery and the Budget process. It will work closely with other ICT functions in Finance, such as the ICT Investment Approval Process, to provide advice on technology proposals in the budget process.

The role will provide first level supervision of a team that will establish relationships, gather data and undertake analysis of government ICT policy proposals in order to:

  • Provide high quality written advice to improve Finance’s and the Government’s understanding of new policies and evaluate the effectiveness of existing policies
  • Assess agency and cross-government ICT digital transformation budget proposals
  • Provide advice on costs to best ensure value for money
  • Engage with stakeholders on ICT policy and platforms development and implementation
  • Advocate for well-considered positions in a multi-agency environment
  • Support the Digital Transformation Agency manage their involvement in the Budget process
  • Contribute to ICT policy and project implementation as appropriate
