The Role
Do you want to help shape Australia’s strategic influence within the Indo-Pacific?

We are seeking to fill two Executive Level leadership positions within the Influence & Conflict Analysis (ICA) Group. The two positions we have available are:

  • Discipline Lead – Influence Effects and Decision Making

You will lead a team of social and political scientists that provide research and analysis to support a strategy-led approach to shaping and influencing across the conflict spectrum, including through enhancements to situational awareness, campaign planning, strategic effects and assessments.

  • Discipline Lead – Influence Concepts and Capabilities

You will lead a team of human and social scientists that provide social, behavioural and psychological science research and analysis to underpin the development of next generation influence concepts and capabilities, including within the contexts of information warfare and digital influence

In either role you will join the ICA Group leadership team and take responsibility for one or more elements of the Group’s strategy. This includes leading a team of social scientists or delivering a program that draws from multiple teams.

You will:

  • Attract, inspire, lead and grow the research capability of others by helping establish an empowering research culture that is characterised by strong trust-based relationships.
  • Help establish the ICA Group as a hub of expertise on influence operations and the emerging character of conflict by promoting a strong culture of scientific and technical excellence.
  • Initiate, develop and sustain a network of internal and external research partners across academia, industry and Government.
  • Manage stakeholder relationships and guide the development and transition of new high-impact applied research initiatives in support of some of Defence’s most complex operational challenges.
  • Undertake personal research of international significance relevant to the mission of the ICA Group.
  • Deliver high quality scientific communications including briefs, publications and presentations.
  • Manage allocated resources, set work area priorities, workflows, develop strategies and evaluate and report on business outcomes.

To succeed in this environment you must demonstrate integrity, curiosity, resilience, a willingness to learn and the personal drive to deliver outcomes for Defence and Government. ICA Group welcomes individuals who have demonstrated high-level stakeholder engagement (including cross-agency), strong research, analytical and critical thinking skills, high-level written and oral communication, sound professional judgement and a desire to be innovative in finding solutions.

About our Team
The Influence & Conflict Analysis (ICA) Group is a new operationally-focused social science capability within DSTG’s Human and Decision Sciences Division. The Group is responsible for undertaking applied social science research that shapes Defence and whole-of-government thinking about how to build and exercise influence.

Our team is composed of psychologists, sociologists, political scientists and international relations scholars working on a balance of both applied (client sponsored) activities and more foundational strategic research. We are an engaging and outward facing Group that has worked hard to develop and maintain a large set of trusted relationships within Defence, across government and into academia and industry.

Our culture is our most important asset and is strongly aligned with Defence’s Values, Behaviours, Diversity and Inclusion principles. We are passionate about what we do and are committed to helping Australia play its part in creating a safer, fairer, more stable and prosperous Indo-Pacific.

Our Ideal Candidate
Our ideal candidate is enthusiastic, optimistic and outgoing.

You will have superb communication skills and the ability to build strong trust-based relationships with a large range of partners and stakeholders. You will be a team player and have a record of leading high-performing teams within complex situations characterised by continually evolving requirements. You will be adaptable and resourceful and work across boundaries to support your team and your colleagues to achieve collective success.

Finally, you will be a life-long learner. You will have a background in a psychological, social or political science but you will be open to ongoing learning and development, both formally and informally. You will have a passion for understanding how people are psychologically, socially and culturally constituted and how Defence can use this information to understand target audiences, craft messages and conduct operations and other activities that contribute to Australia’s strategic influence in the region.

Application Closing Date: Sunday 2 October, 2022
