An EL2 Director of Business Management, Governance and ICT will work within an integrated workforce within the governance function. They will be provided opportunities to demonstrate and further develop skills to plan, manage and lead a team to deliver Business Management, Governance and ICT program management to Reserve and Youth Division.   They will be challenged daily in areas such as displaying an extensive knowledge of Defence’s business processes to include oversight of key tasks such as Ministerial correspondence, budget administration, communications support, risk management, workforce management, governance frameworks and a capacity to undertake strategic program level management of ICT functions that support the ADF Cadet Program and broader Reserve and Youth Programs.

An EL2 Business Management, Governance and ICT Director reports directly to the Head and Deputy Head Reserve and Youth Division.  They will exercise a significant degree of independence and deliver enabling functions that support the Directorate of Youth and the Directorate of Reserve and Employer Support.  They will be provided with a key leadership role in the Command Support Directorate which comprises of the Business Management, Governance, Communications and ICT deliverables to support the Division.   They will work within a framework of legislation, established principles, work practices and procedures in accordance with Defence's mission and business objectives.

An EL2 Business Management, Governance and ICT Director will be responsible to: plan, manage and perform business support, administrative and managerial activities including human resources, workforce planning, finance, strategic communications support, program implementation of ICT deliverables, policy development, records management, procurement,  quality assurance, governance, contract management and project support functions.

ICT management will include program level ICT planning aligned with the RYD and JCG Business Plans, the Defence Corporate Plan, policy and governance board priorities.  The candidate will have relevant and recently employed program and project management skills to assist development of a range of enterprise level ICT applications such as “CadetNet” to support the ADF Cadet Program and the Reserve capability. This work will include overseeing ICT development and sustainment and taking the lead on external engagement with the prime contractor and CIOG.

The Director will provide strategic advice to senior management and stakeholders as well as leading and assuming responsibility for highly complex work or sensitive projects or work programs that have strategic, political or reputational significance. As such they will have extensive knowledge relating to the methodology, systems and procedures within the business management and governance functions and have the ability to translate this into strategy. They are expected to lead work teams, plan and manage human and physical resources and to exercise the associated people and financial responsibilities to meet business management, communications, ICT Program and governance deliverables.
