About the Opportunity

The City of Palmerston is seeking a committed Finance Manager to manage all financial and accounting activities, ensuring compliance with statutory requirements and policies.

Some of the key responsibilities of this role are:

  • Prepare Council’s annual financial statements and ensure all end of year financial reporting is completed in within required timelines and in accordance with statutory requirements
  • Develop, implement and maintain strategic planning and policies that ensure the effective and efficient delivery of Council’s financial, rating and customer service functions
  • Manage Council’s budgetary process and audit control systems
  • Develop and coordinate the annual budget and long-term financial plan for Council within agreed timelines and contribute to the development and management of Council’s long term asset management plan
  • Manage Council’s cash flow requirements including loan borrowing strategies and the investment of surplus Council funds within Council’s Investment and Loan Borrowing Policies
  • Develop and implement accounting systems which reflect best practice principles
  • Exercise managerial control of staff engaged in the activities of rates, finance, creditors, debtors, payroll and customer service to provide a client focused service
  • Provide financial reports to Council
  • Oversee the timely issue of Council’s Annual Rates and Charges Notices

To be considered for this vacancy you will have:

  • Tertiary qualifications in Accounting, Commerce, Economics or other related discipline; or equivalent relevant industry experience in finance role of similar level
  • Demonstrated broad management experience at senior management level
  • Excellent oral and written communication skills, and strong analytical, conceptual and problem-solving skills
  • Proven ability to work under pressure and meet deadlines
  • Proficiency  in  the  use  of  computerised  accounting  systems,  spreadsheets, and  related software
  • Demonstrated experience in the implementation of Accounting Standards within a medium to large organisation
  • Demonstrated ability to make sound and timely decisions, and to identify goals and maintain focus on achievement
  • Knowledge of local government legislation, policies, programs, practices and procedures
  • Current Drivers Licence

About the Benefits

This diverse role is offered as a five-year-contract role with full-time hours. A total remuneration package of $151,639 is on offer (Base Salary of $127,524 + Superannuation + Vehicle for private use).
