Help strengthen the effectiveness of foreign aid in Kiribati by implementing a key fiscal reform package at the Ministry of Finance and Economic Development (MFED). You will be accountable to, and managed by the Secretary for Ministry of Finance and Economic Development and to the Minister of Finance for specified responsibilities.
The Director will commence in September 2016 for a period of 24 months.
The National Economic Planning Office (NEPO) plays a significant role in the Government of Kiribati’s operations. The role includes and is not limited to the following:
Strengthen NEPO’s ability to provide strategic advice on the impacts of new and on-going policies/economic reforms through review, monitoring and evaluation and implementation of the economic reform program, macroeconomic policies, the Kiribati Development Plan (2016-2019), Ministry’s Strategic and Business Plans
Enhance the oversight and management of economic reform program and public funds including government’s Revenue Equalisation Reserve Fund (RERF)
Build the capacity of NEPO staff to perform their duties effectively by building local capacity of NEPO staff and counterpart staff in line ministries in the area of planning, budgeting, investment and aid harmonization
Degree in Economics, Commerce, Business or related discipline
Demonstrated experience in a senior technical position preparing strategic policy-focused financial planning, budgeting and investment advice to support fiscally achievable economic and social development outcomes
Minimum of 5 year’s experience in a senior leadership position responsible for managing human resources and building organisational capability
High level analytical skills with the ability to apply sound judgement and negotiate to achieve outcomes
Demonstrated commitment to improving systems and processes and building the capacity of co-workers through mentoring and the transference of skills
Ability to cope with cultural isolation in a remote location and a preparedness to work with limited resources
Remuneration in line with the ARF – D4
